Standard not-a-mod warning here, but just from a player perspective...

I don't see a reason why that wouldn't be okay, though probably you'd have to work out the particulars of how the staff treats him with the mods. In answering previous question about an intersexed character, a mod said that the player just needed to choose a sex for them to be officially treated as by the institute, for the sake of rooming, showers, etc.

The common practice for anything weird (like unnatural eye/hair colour) is for the hospital staff to just ignore it, but in this case it is a real condition, so you could probably go either way. I think binding his chest is similar to other (somewhat somewhat health- somewhat vanity-related) things characters have been allowed, like eyepatches, or a prosthetic claw for a missing hand (in one case, the personal posessions rule was bent to allow a character to keep his headphones and music player, because they're important to his characterization).
